VIPCA has sent a Candidate Questionnaire to all aspirants for Delegate, Senator, and Governor/Lt. Governor a copy of which is provided below. As the election season continues to unfold, we will sharing those answers as they come in so that VIPCA members know where candidates stand on the issues.
A few reminders and notes on the electoral process.
A candidate is elected to the Legislature/Senate if they are in the top 7 of the vote count in their respective district (St. Thomas/St. John District and St. Croix District). The Senator-At-Large is elected by votes across both the St. Thomas/St. John District and the St. Croix District.
A note on party affiliations and primary elections. Your voter registration must have you registered as a Democrat to participate in the Democratic Primary Election or a Republican to participate in the Republican Primary Election by July 2, 2026. Voters are able to change their party affiliation at any time until October 4, 2026.

What are the requirements to be a registered voter in the Virgin Islands?
- Must be a citizen of the United States
Must be eighteen years of age or turn 18 before the next election and shall have resided for a period of 30 days next preceding said election in the Territory of the Virgin Islands and in this election district for at least 30 days next preceding said election
Must meet the residency requirement
Not be a convicted felon who has not been discharged or pardoned
Not have been adjudged mentally incompetent as to your ability to vote by a court of competent jurisdiction
Not be registered elsewhere – in any other State or Territory of the United States or in any foreign country or any other election district
What documents are required for registration?
- Birth Certificate or
- Passport (United States) or
- Military Discharge form (DD214) or
- Naturalization Certificate
Title 18 VIC, Chapter 5, §110, as amended, requires that every registered voter in the USVI, who has not voted since 2016, update their Voter Registration Status.
