Create Stern-to Anchor Areas for Day Charters

Water Sports Areas – Clearly establish areas where towed watersports as well as e-foils and underwater scooters are permitted.

  • Concessions from the National Park Service to allow towed water sports in certain bays (notably in the designated large boat anchorage area in Maho/Francis Bay. 

Business Environment/Regulatory Improvements

  • Cut red tape, streamline compliance operations, and create a pro-business environment. 
  • Actionable commitments from the Government of the Virgin Islands to support marine infrastructure by easing the regulatory and permitting burden to allow for both more water based attractions  as well as infrastructure development. 
  • Tax incentives for new and existing marine businesses

Federal Issues

  • Regularize and streamline regulations governing chartering between the USVI and Puerto Rico to create a charter destination market to compete with the BVI.
    • Expand USVI charter market to include the Spanish Virgin Islands by extending USVI 12pax exemption (46 USC 4105) to Culebra, Vieques, and Puerto Rico as a whole. 
  • Secure ruling from CBP that foreign crew (with appropriate visas) can conduct charters within the USVI and Puerto Rico without having to include the BVI in their itinerary.
  • Secure regulated garbage exemption for vessels transiting between Puerto Rico, the USVI, and BVI
  • Expand Day Charter ROAM pilot program to include term charters. 

Large Scale Infrastructure – Facilitation completion and permitting of key projects to include: 

  • A haul out, dry dock, and marine vocational training center at the site of the Cancryn School or in Havensite behind WICO or at another suitable site. 
  • Latitude 18 Marina
  • Coral Bay Marina
  • Caneel Bay Resort

Boat Rams and Access for V.I. Residents

  • Allow public use of NPS boat ramp and parking area at old Latitude 18 site. 
  • Construct/revitalize existing boat ramps and parking areas to ensure access for V.I. residents

    • Crown Bay/Krum Bay
    • Christiansted
    • Fredricksted
    • Coral Bay

Managed Harbors and Mooring Fields – Private moorings currently occupy prime locations that could also hold overnight transient moorings to facilitate access for bareboat and term charters. Carefully planned and properly managed harbors in key locations could free up space for transient moorings while retaining positions within those harbors for existing mooring permit holders. 

  • Druif Bay (Water Island)
    • Adjust Existing Swim Area
      • Shorten distance to shore 
      • Allow more space for vessels to stern-to the beach. 
    • Reposition existing moorings to accommodate space for overnight, transient mooring. 
  • Cruz Bay (St. John)
    • Reposition ferry pickup/drop off to the north side of the pier to allow for vessel dockage along the south side. Ideally ferry service could be entirely shifted to the north side of Cruz Bay retaining the entirety of the main harbor for 
    • Reposition existing moorings to accommodate space for overnight, transient mooring. 
  • Coral Bay (St. John)
    • Reposition existing moorings to accommodate space for overnight, transient mooring. 
  • Christiansted Harbor (St. Croix)
    • Reposition existing moorings to accommodate space for overnight, transient mooring.
